Our Staff

KidsVax® is run by a group of people with considerable experience helping states manage funds for universal purchase programs, so all children can receive vaccines at no charge, including the privately insured:

Fred L. Potter, Managing Member
Fred has served a broad range of both nonprofit and commercial clients. On the commercial side, he has managed over $3.5 billion in mergers and acquisitions. On the nonprofit side, he has led teams that provide health insurance coverage for the uninsurable in New Hampshire, and helped close childhood immunization funding gaps in New Hampshire, Washington, and Maine.

Fred is a past president of the New Hampshire Bar Association. He also has served as the CEO and executive director of the Christian Legal Society, which for more than 50 years has been helping Christian attorneys integrate their faith and practice through attorney and law student fellowship programs, law student mentoring, advocacy of religious freedom, and legal aid services for the poor and needy.

Fred earned a B.A. from Harvard College, an M.B.A. from Harvard Business School, and a J.D. from the University of Michigan Law School. Over the years, he has served on the boards of several private and publicly-held corporations. He and his wife, Mertie, a professor of psychiatric nursing, have three married children and six grandchildren.

Nicole G. Price, CEO, Northeast Region
Nicole has joined the senior management team of KidsVax® with an initial assignment as Deputy Executive Director of the New Hampshire Vaccine Association. She earned a B.A. in Rhetoric and Communication Studies from the University of Virginia and a J.D. from the College of William & Mary. Licensed to practice law in Virginia and New York, she has represented private clients as well as governmental agencies. As a senior higher education administrator, Nicole has led teams in the development of Title IX policies and protocols, compliance reviews, strategic planning and implementation for diversity and inclusion and enrollment management.

Julia G. Zell, CEO, Northwest Region
Julia earned a B.A. in Political Science from Furman University, an M.A. in Law and Public Policy, and a J.D., both from Regent University. She is an attorney licensed in Virginia, and has recently completed a one-year federal clerkship in the Eastern District of Virginia. Prior to graduate school, she worked in sales at UPS and provided logistical consulting services to small businesses. Julia is the staff attorney and communications coordinator for KidsVax®.

Claire M. Roberge, Controller
Claire earned a B.A. in Mathematics from New Hampshire’s Rivier College and an M.B.A. from New Hampshire College. She has worked in the accounting field for more than 27 years, currently as chief operating officer for Concord Christian Academy and controller for KidsVax®, as well as controller for the Maine Vaccine Board, New Hampshire Vaccine Association, and Washington Vaccine Association. In her spare time, Claire works with dental and eye glass clinics in third world countries. She is married to KidsVax® accountant, Norm Roberge; they have a married daughter and two grandchildren.

Terry Mills, Executive Assistant
Terry holds an A.S. in General Studies from the New Hampshire Technical Institute and an Honors Certificate as a medical secretary from New Hampshire’s Thomas School of Business. Since the early 1980s, she has been supporting small businesses and nonprofits in the legal and health care professions, initially as founder of her own business, Mountain View Office Support. She has also worked as a legal assistant for several New Hampshire law offices; volunteer coordinator and executive assistant for the Concord Christian Academy; and patient coordinator for a busy orthodontic practice.

Matthew Miller, Client Services Coordinator
Matt has held multiple different positions within the financial industry, the banking industry, and in higher education, where he most recently worked for a non-profit organization specializing in student loans. He has also spent many years serving his local church in Concord, NH in their Worship Arts Ministry, both as a leader and a team player. He joined the KidsVax® team in September of 2015 and is the Client Services Administrator for the company. He and his wife, Mandi, recently celebrated their 10-year wedding anniversary and have 4 children.


Peter M. Smith, Financial Analyst
Peter earned a B. S. in Business Management from Oral Roberts University and an M.B.A. with a concentration in Finance from Regent University. He is a licensed CPA in Virginia and currently resides in Ontario, Canada. Peter’s role as financial analyst for KidsVax®draws on his strong background in technology solutions for finance and accounting. In addition to his role at KidsVax®, he serves as financial analyst for both the Maine Vaccine Board and the Washington Vaccine Association, and as controller and CIO for the Christian Legal Society.

Timothy Chevalier, Project Leader
Timothy completed his undergraduate studies at Pensacola Christian College and earned his J.D. from Regent University in 2006. He is the founder of Chevalier Legal Services, PLLC, providing a wide variety of general practice services in the atmosphere of a small firm. Tim is admitted to practice in New Hampshire.

Norman E. Roberge, Accountant

Norm has run his own public accounting firm for more than 30 years, focusing on personal tax and small business clients, public water utilities, large nonprofit organizations, and a publishing industry technology company. He is a charter member of his local Lions Club and has served as treasurer of the New Hampshire Lion’s Sight and Hearing Foundation. He is also a past trustee at his local library and current trustee of the trust funds for the town of Dunbarton, New Hampshire, where he and his wife, Claire, live. The Roberges have a married daughter and two grandchildren.
